Kyogre was first introduced in Generation 3 of the Pokemon games(Ruby, Sapphire, and Emerald). In Pokemon Ruby and Sapphire, Kyogre is encountered as a feral creature in Genesis Cave after defeating Groudon. In Emerald, Kyogre can be caught after defeating Groudon or Rayquaza (whoever you don’t fight).
