Mashima toyed with the idea of making him an Ice dragon slayer as far back as the Tenrou Island arc. Before writing the Grand Magic Games, he ultimately made the decision to make him the Ice Devil Slayer. It just goes to show how frequently writers just make stuff up as they go along. Not everyone is a meticulous planner like Tolkien.
